Clark County Welcome Home Community Land Trust
Brand-new Las Vegas homes from $267,400
Thirty single-storey homes going up at Tropical Parkway and Rebecca Road. Three and four bedrooms. Two and three-car garages. Priced at roughly half what the same house costs on the open market — because you buy the home and the County keeps the land.
It is income-qualified, first-time buyers only, and selection is by lottery. There is also a real trade-off, and it is explained further down this page rather than buried in a brochure.
Check if you qualify →How it actually works
Three sentences, no jargon.
You buy the house. The County keeps the land.
You own the building outright and hold a 99-year renewable lease on the ground underneath it for a modest monthly fee.
That is why it is cheap.
Land is most of what you pay for in Las Vegas. Take it out of the purchase price and a brand-new four-bedroom lands near $294,000 instead of well north of $450,000.
When you sell, your profit is capped.
A resale formula limits how much of the appreciation you keep, so the house stays affordable for the family after you. You keep what you paid down on the loan plus a defined share of the growth. The exact formula is set by Clark County — get it in writing at the orientation and read it before you sign anything.
Who this is right for: you are renting, you cannot save a deposit fast enough to catch the market, and a brand-new home with a fixed payment would change your life.
Who it is wrong for: you are buying to flip it, or you expect to cash out a large gain in five years. That is not what this programme is for, and I would rather say so now.
The three floor plans
Built by Kavison Homes. Every plan is single storey with a two or three-car garage.

Straight answers
What is a Community Land Trust, in plain English?
You buy the house. The County keeps the land underneath it and leases it to you on a 99-year renewable lease for a modest monthly fee. Because you are not paying for the land, the house costs far less than an equivalent home down the road. You own the building, you build equity on it, and you can pass it on.
What is the catch?
There is one, and you should understand it before you apply. When you eventually sell, the resale price is restricted by a formula. You do not keep all of the appreciation — a share of it stays with the trust so the next family can afford the house too. That is the entire mechanism that makes the price possible. The exact formula is set by Clark County and is explained at the orientation. Ask for it in writing and read it before you commit.
So is it still worth it?
For the right buyer, yes — and the right buyer is someone who is renting now and cannot get into a brand-new home any other way. You get a new build, a fixed mortgage instead of rising rent, and real equity through paying the loan down. What you do not get is a speculative investment. If your plan is to buy, hold five years and cash out a windfall, this is the wrong programme and I will tell you that.
How many homes are there?
Thirty at Rebecca Place. A second development, Cactus Trails, is planned for roughly 210 more homes at a lower income band. Selection is by lottery, so getting in is not first-come-first-served.
What is the monthly payment like?
On a home in the low $300,000s with 3% down, all-in payments have been quoted in the region of $2,300–$2,400 a month including principal, interest, taxes, insurance, the ground-lease fee and mortgage insurance. Your number will depend on the plan, your rate and your down payment. Get it from a lender who has actually closed one of these.
Can I use FHA or VA?
FHA permits lending on a Community Land Trust ground lease. The practical issue is finding a lender who has done one before — an underwriter seeing a ground lease for the first time can stall a file badly. Ask the County which lenders have closed these, and use one of them.
What does it cost me to have you help?
Nothing. I am not the seller and I am not the County. If you are eligible, I will point you at the right people and help you understand what you are signing. If you are not eligible, I will tell you that straight away rather than let you spend a Saturday finding out.
Find out if you qualify
Tell me your household size and roughly what you earn, and I will tell you honestly whether this programme fits — before you spend a Saturday at an orientation. There is no cost and no obligation.
