Do You Qualify? The Income Rule Nobody Explains Properly

When people hear "income-qualified housing" they assume one thing: earn too much and you are out.

That is half the rule. The half nobody mentions is the other direction.

There is a floor as well as a ceiling

Affordable housing programmes like Clark County's community land trust have an income band, not a cap.

Earn above the ceiling and you do not qualify — the programme is not aimed at you.

Earn below the floor and you also do not qualify — because the programme has to be satisfied you can carry a mortgage. Putting somebody into a home they cannot sustain helps nobody, least of all them.

So the question is not "do I earn little enough". It is "am I inside the band".

Household size moves the band enormously

This is the second thing people get wrong.

The income limits are not one number. They are a table, set against household size, and the difference between a one-person and a four-person household is tens of thousands of dollars.

Count your household correctly before you assume anything. Plenty of people rule themselves out on a figure that was never their figure.

The limits are published

Clark County publishes the current income limits on the Community Land Trust pages of its website. They are updated as Area Median Income changes, which is why I am not printing a number here that would be stale in six months.

Get them from the County directly and check your household size against the current table.

What counts as a first-time buyer

This is the test that trips up the most people, and the definitions vary between programmes.

The common federal standard is that you have not owned a principal residence within a set number of years. Some programmes use a stricter test: any ownership interest at all, including a rental property, including property in another state.

Those two tests produce very different answers for a lot of people.

⚠️ If you have owned anything, anywhere, recently — ask the County directly how they define it. Do not assume, and do not let anybody tell you confidently without checking. A wrong answer here does not just cost you a place in the lottery; a misstatement on a subsidised housing application is a serious matter.

Residency and orientation

You will also need to be a Clark County resident and to attend the County's orientation before signing anything.

Treat the orientation as the real beginning of the process rather than a box to tick. It is where the resale formula is explained, and that formula decides what you walk away with years from now.

The honest summary

Being inside the band is the whole game. Most people who assume they do not qualify have never actually checked their household size against the published table — and a reasonable number of them would qualify.

Checking costs you nothing. The full programme write-up is here.
