How the Rebecca Place Lottery Actually Works

Thirty brand-new single-storey homes are being built at Tropical Parkway and Rebecca Road through Clark County's community land trust, starting at $267,400.

They are not sold first-come, first-served. Selection is by lottery, and that changes how you should approach it.

Why a lottery and not a queue

When a programme prices new homes at roughly half the open market, demand massively exceeds supply. A first-come queue would reward whoever could take a day off work to stand in it.

A lottery removes that advantage. Every qualified applicant has the same chance, whether they applied the first morning or the last.

What it does not remove is the qualifying.

The gate is qualification, not speed

This is the part that matters and the part people get wrong. You are not racing anybody. You are clearing a bar.

To enter you must be:

  • A first-time buyer under the programme's definition
  • Income-qualified — and note there is a floor as well as a ceiling
  • A Clark County resident
  • Willing to attend the County's orientation
  • ⚠️ The income floor surprises almost everyone. Earning too little disqualifies you exactly as earning too much does, because the programme has to know you can carry the mortgage.

    Orientation is not a formality

Everybody goes through a County orientation before signing anything.

Go to it properly. It is where the resale formula gets explained in detail — the calculation that determines what you keep when you eventually sell. That formula is the single most important thing about this programme and it is the thing a brochure will gloss over.

Read the figure yourself. Ask questions until you understand it. Nobody should sign a document they cannot explain back to somebody else.

    What to have ready

You will move faster if these are already in order:

  • Proof of income for everyone in the household
  • Household size, confirmed — it moves the income band by tens of thousands
  • Current residency documentation
  • A conversation with a lender, so you know what you can actually carry
  • If you are not selected

There will be more. This is Clark County's first land trust community, not its last. Getting qualified now means you are ready for the next one rather than starting from scratch.

    One honest note about agents

The County confirmed to me directly that you may use a real estate agent if you want one, and any fees are paid by the buyer at closing. The County does not pay the agent.

For a buyer bringing a modest deposit, that is worth knowing in advance rather than discovering at the closing table. Ask the question early, of anybody you work with.
